The Monitoring, Evaluation, Research, and Learning (MERL) Volunteer has for a general goal to help Tostan coordinate MERL activities for the Nike-funded project currently being implemented in the region of Kaolack, Senegal.
The goal of the project is to improve the lives of adolescent girls in 50 communities in the region of
Kaolack
by demonstrating a model for empowerment and development through community-led shifts in gender roles and norms
, with a unique focus on involving men and boys in the process.

Responsibilities
Primary Responsibilities:

Refining the monitoring and evaluation (M&E) plan for the Nike project in conjunction with the National Coordinator, the International M&E Coordinator, the Nike Project Manager (volunteer), and representatives from the contracted research institution. This may include creating monitoring and evaluation plans, log frame matrices, creation of indicators, review of past plans, etc.

Working with international staff to review tools that are used to monitor village level activities during the entire M&E cycle, suggesting revisions and updates or adaptations to the project or country context. These include site and baseline studies, monthly data collection tools, quarterly data collection tools, templates/outlines for reports, templates/outlines for anecdotes and village portraits, and internal evaluation tools and methodologies.

Collaborating closely with program implementation staff in Kaolack region field office. Volunteer will be expected to spend 75% in the Kaolack office or participating villages and 25% in Thiès at the Tostan Senegal headquarters and in
Dakar
at the Tostan International office

Investigating impacts and effects of Tostan programs in the field through village visits and participation in program evaluations. This includes planning and executing quarterly "outcomes assessments" to determine the outcomes in key areas that Tostan measures on a regular basis for eventual reporting to donors.

Assisting program staff in synthesizing and analyzing baseline studies, monthly Regional Coordinator and Supervisor reports for entry into Tostan database. Products will include graphs, charts, and analysis that will be used in quarterly reports.

Communication of results to donor and internal stakeholders through the creation of PowerPoint presentations, brochures, films in conjunction with the International Communications Team
Secondary Responsibilities:

Initiate capacity-building activities for staff in ICT skills, report writing, participatory interview process, statistical data collection and analysis, graph and chart-making, and English through trainings, workshops, and collaboration/critique

Assist staff to professionally present Tostan’s work, including during donor and partner visits, with local and national media, in the office space, etc.
Final Products

Electronic copies of all documents produced, edited, etc. to supervisor, incoming volunteer, and Volunteer Coordinator

Final narrative report of individual activities for internal distribution and adaptation for external use

Completed “Request for Volunteer” forms, submitted to the Volunteer Coordinator, as needed

Other activities, as requested by Executive Team, Project Manager, Volunteer Coordinator, and other immediate supervisors and collaborators
Qualifications and Necessary Skills
-
Bachelors degree in social sciences, business, management, or related field
required
-
Master’s degree OR current enrollment in Master’s program in International Development, Education, Gender Studies, Non-Profit Management, or Monitoring & Evaluation
preferred
; Masters’ coursework in research training
preferred, specific training in M&E
highly desired

At least two (2) years of professional experience either with a non-governmental organization / non-profit OR in
Africa
or other developing region
preferred
; at least 6 months of monitoring and evaluation and/or data analysis experience

Thorough understanding of Tostan’s programs and methodologies

High/advanced level of spoken and written French and English (i.e. 3 years of college level French/English or in-country equivalent); writing samples in both French and English
required

Capable of working with external stakeholders on planning and program implementation

Strong computer skills in Microsoft Office Suite, including Word, Excel, and PowerPoint; experience with Access or other database software

Knowledge of Gmail, Google Groups, Google Documents, Google Calendars, and other Internet programs

Ability to be persistent and diplomatic, and to establish mutual respect with Tostan staff, project partners, and local community members
